323870	327010	Hi, everybody. Welcome back.
327010	332090	And it looks like our next talk will be by Andrea Myershen.
332090	335750	So her talk will begin just shortly.
335750	341550	So this is a prerecorded video, but she will be doing a live Q&A a little bit afterwards.
341550	350570	Unfortunately, due to some scheduling, it looks like her video will commence at about 12 o'clock to 1.40 PDT.
350570	360910	And she will be joining us about 1.40 PDT Pacific Time to give us a live Q&A.
360910	366230	For those of you who have any questions, she'll be presenting on her Vote at Home project that she's been working on.
366230	371310	And yeah, I will, without further ado, I will start presenting that.
371430	373130	If you all have any questions, let us know.
542290	546880	With the recognition that 2020 has been an extraordinary year
547440	553180	and the confluence of the pandemic with major...
555320	557880	Welcome back to the DEF CON Ethics Village.
557880	562020	I'm Andrea Myershen from Penn State, one of the co-organizers of the village.
562020	564520	And this is the Vote at Home workshop.
564520	569760	During this session, I'm going to introduce you briefly to a project that my lab,
569760	574500	the Policy Innovation Lab of Tomorrow, or Pilot Lab, is working on.
574500	578940	And I'm going to ask you, should you be so inclined to help us a bit
578940	587740	by making the project even better and extending its reach through the use of your various unique skill sets.
587820	592460	So at this point, I'll share my screen and tell you a bit about the project.
595240	600900	The Vote at Home workshop, in this case, is, as you might expect,
600900	608480	about expanding the ability of voters to vote at home.
608540	614340	So this is the homepage, and should you wish to check it out at this juncture
614340	617320	and kind of follow along as I'm talking about it, please feel free.
617320	622980	The one warning that I will give you immediately is that for reasons that will become apparent during the talk,
622980	626800	we haven't had time to optimize it yet for mobile.
626800	631340	So if you are looking at it on a machine, it should render properly.
631340	639800	If you are attempting to check it out with a mobile device, urban tragedy will ensue
639800	644140	and everything will be unusably mangled.
644140	653300	So at this juncture, please indulge us with your patience and check it out on a regular machine.
653960	665340	So what this project is and how it got started was partially with the recognition that 2020 has been an extraordinary year
665920	675140	and the confluence of the pandemic with a major election cycle, including a presidential election
675140	682380	and elections for members of the Senate and the House,
682380	689880	caused a blend of two sets of events that don't work well together,
689880	694440	in particular because so many Americans vote in person.
694440	698380	And so it's with that that the thought occurred to me,
698380	704020	hey, why don't I just go check out and see what kind of informational sites there are currently available
704020	711060	and to see whether there was an organization to partner with to have my lab do its part
711060	718120	in encouraging the spread of civics education and voter education
718860	729460	to ensure that every American has a fair shot at the information required to exercise each of our franchise rights.
729460	735080	So I took a closer look and there are some wonderful resources out there,
735080	741440	but what I realized is that all of these voting sites, or almost all of them,
741440	745300	could in one way or another go one step further.
745300	751760	So specifically, many of the sites refer voters to secretaries of state websites,
751760	758640	which is great, but then they don't really walk through individual secretaries of state websites
758640	763060	and some of them are not organized in a way to help people to succeed.
763680	768660	Other sites are more of a black hole where you type in your information
768660	772000	and they may send you an email later or something like that,
772000	779800	but it didn't really give me a sense of confidence that a voter would end up,
779800	783300	at the end of the day, understanding what was going on with her information
783300	792760	and be sure that there was a chain of events that would lead to her having a ballot counted.
792760	803780	So with those concerns layered on top of the fast pace of changing information in various states
803780	810600	and noticing that even some highly reputable organizations had information on their websites
810600	817620	that was already out of date and didn't reflect what I knew to be the current state of affairs
817620	817800	The first one is, I was just wondering, as you were talking about the
817800	820260	legislation and how it was based on legal wrangling and
820260	825040	changes in law, I thought, okay, maybe there's a space
825040	828780	here to build something that's a little different, that's
828780	831780	focused specifically on helping voters
833000	837100	walk through each step, give them the scaffolding
837100	839360	to succeed. And
840540	843300	also, importantly, to
843300	847420	take a focus away from just casting a ballot
847420	851340	but also on ensuring that the voter has the best
851340	855220	shot of having her ballot be counted in
855220	859760	the election tallies. So, I realized that many of these
859760	863160	websites that are helpful and
863160	867460	run by organizations providing a great
867460	871840	public service, they were nevertheless a bit optimistic.
871980	875600	So, they tend to assume that a Secretary of State website
875600	879480	or a county website would be usable by an average voter
879480	882880	and that the information was finalized
883460	886920	in advance on those sites,
887400	891260	which, unfortunately, wasn't always the case.
891360	894840	Similarly, many of these organizations
896360	899280	appear to presume that the websites would be
899280	903420	arranged in usable ways and, unfortunately, that definitely wasn't the case
903420	906840	in some Secretary of State websites
907360	911220	or certainly not county websites. So,
911220	915280	the implicit assumption is also that a voter has a lot
915280	918900	of patience and time to scroll through and click through things
918900	922820	to dig up the information that is required
922820	926980	to get a handle on the process end-to-end from the point
926980	931280	of registering to vote all the way through to casting,
931280	934840	requesting an absentee or mail-in ballot, casting that
934840	938880	ballot, and trying to give yourself
938880	942840	the best shot of assurance that the vote
942840	946360	was ultimately counted. And
946360	950980	perhaps most troublingly to me, I realized that looking at some
950980	956120	of the deadlines on Secretaries of State's sites,
956120	959000	that based on the way
959000	963400	that current post office delivery times were running,
963400	967020	there was going to be a problem that emerged
967020	970580	along the lines of delivery times
970580	974460	not allowing for things like signature challenges
974800	979320	to get corrected in a way that allows the voters'
979320	982900	vote to still be counted. So,
982900	987240	that concerned me because the confluence of the pandemic and the
987240	991240	logistics of extra mail, etc., could
991240	995540	result in certain voters not having a
995540	999500	fair shot at correcting ballots with
999500	1003780	minor imperfections. So,
1003780	1006620	those concerns that are unique to 2020
1008100	1010400	made me worried that perhaps
1011020	1015120	many sites were a little too optimistic in the way that they were framing information
1015120	1019040	for voter consumption. So, we decided
1019040	1023720	to take a crack at this. And in this way,
1023720	1026860	the Vote at Home project was born. It's called
1026860	1030880	Project Retriever, like a dog
1030880	1034660	or other animal that fetches things. In this case, we're
1034660	1038640	helping to fetch ballots. And you can
1038640	1042640	vote on what kind of animal should be the official retriever
1042640	1046080	at the bottom of the homepage. So, the URL is listed here
1046510	1050920	at the top of the page. And so, it's pilotlab.org
1050920	1054660	backslash vote. That will take you to the homepage.
1054860	1058140	And our goals are relatively simple. So,
1058590	1062340	first, to make sure that voters are aware of all of their options
1062340	1066420	to mitigate the risks of in-person voting
1066420	1070180	due to the COVID-19 pandemic.
1070180	1074100	In particular, I noticed that the
1074100	1078460	possibility of receiving a ballot by mail, but then returning it in person
1078460	1082480	is something that most states have, but it's not
1082480	1086560	necessarily well known to voters. And that seems
1086560	1089340	like a hybrid opportunity
1090560	1093620	to mitigate some risk
1094440	1097620	and yet to get a greater
1098420	1101500	feeling of assurance that your vote has arrived
1101500	1105360	at the point of the election commission
1106500	1109400	or auditor. The
1109400	1114420	various bodies are called different things in different states, as you'll see by the site.
1114420	1117380	So, the second framing is around
1117380	1121480	helping to give voters the best shot that their votes will
1121480	1125340	be counted. So, this isn't so much about encouraging
1125340	1129080	people just to submit requests or just to submit
1129080	1133600	their ballots, but to give them the information, to arm them with the information
1133600	1136020	to make sure that they
1137320	1141460	vote in a way that maximizes the
1141460	1145360	potential for their votes arriving in the correct places
1145360	1149380	at the correct times and to be counted with the greatest
1149380	1153440	level of certainty. Third, it was
1153440	1156720	important to me
1157320	1161780	that the information was presented in a nonpartisan way.
1162180	1165080	And so, all of the sources that are linked on
1165080	1169220	this site are official government sources. They've just been
1169220	1173560	arranged in a way to help the voter understand the flow
1173560	1177380	of the process in the clearest possible way.
1177380	1181860	Hopefully, you'll tell us if that's not the case. So, with that,
1181860	1185080	the next goal is precisely that kind of
1185080	1189460	user interface. A one-stop-shop, streamlined approach
1189460	1193300	that's state-specific, that is self-contained
1193300	1197320	in a single image, basically a single flowchart, ideally. Though, I will
1197320	1201280	point out that there were a couple states that the process is unfortunately
1201280	1205760	complicated enough that two connected flowcharts
1205760	1209060	were required. So,
1209060	1213440	that was an interesting observation that I ran across as I
1213440	1218480	was building these flowcharts. So, the goal here is also to have high accuracy,
1218480	1221360	trustworthy, current information. And so, this
1221360	1225420	project will be updated on a regular basis with the assistance
1225420	1228820	of a postdoc
1228820	1232980	and a research assistant or two and
1232980	1236640	the kind people of the internet, I hope.
1236780	1241460	And so, ideally, we'll end up with an easy-to-follow
1241460	1245120	set of explainers for voters
1245120	1249440	to help them be set up for success and to give them the confidence
1249440	1253580	that their process of voting
1253580	1257500	had sort of maximum legitimacy and that their
1257500	1260840	votes were likely counted
1261940	1265380	correctly in the way that the intent of the voter
1266060	1269660	would dictate. So, this all seemed
1269660	1273640	doable and we started building. So, my postdoc,
1273640	1277100	Michael Antonino, who is giving a talk tomorrow morning
1278020	1281800	or I guess early afternoon, depending on which time zone you're in.
1282020	1285180	Tomorrow, Sunday, in the Ethics Village, Michael Antonino will be talking
1285180	1289340	about blackmail and extortion, so something completely different.
1289340	1293320	But he's been very helpful on this project as well. So,
1293320	1297020	Mike did an initial cut on aggregating some of the state-specific
1297020	1301240	information for a set of criteria that I thought
1301240	1304380	would be good to include in these flowcharts. And
1305070	1309160	then he also started making video content because we figured helping with
1309160	1313320	engagement once these 50-plus flowcharts
1313320	1317540	were made that that was going to be a major challenge. So,
1317540	1321320	I started making flowcharts and I thought
1321320	1325640	this would be a relatively straightforward process, just a bit time-consuming.
1325640	1329420	It was not a relatively straightforward process. So, this project
1329420	1333400	has been going on for over two months and it's still not
1333400	1337280	finished. In fact, some states
1337280	1341500	haven't finalized their voting processes and we're less than 90 days
1341500	1345820	to the election. So, it's gotten to the point where
1345820	1349300	we are emailing and calling individual county offices
1349300	1353280	in certain states to try to figure out what the voting process is
1353280	1357560	for the citizens of their jurisdictions. And as
1357560	1361340	I mentioned previously, it's definitely not mobile
1361340	1365320	optimized yet. But what was somewhat
1365320	1369620	startling to us is that there are counties that don't even have websites
1369620	1372800	and that the Secretary of State of
1373740	1377040	one state in particular has
1377620	1381460	merely a direction, when we last checked, to go to the individual counties
1381460	1384840	and ask them. So, there have been challenges
1385960	1389620	getting some of this information, though allegedly that particular
1389620	1392840	Secretary of State is going to have some guidance released soon.
1393620	1397440	So, with that, here are a few observations
1397440	1401720	of things that I noticed as I was making these flow charts
1402320	1405280	about the way that some of these election structures
1405280	1409480	have been set up. So, there were a few
1409480	1413640	Secretary of State websites that left me
1413640	1417560	with an impression that maximum voter registration
1417560	1421340	was not necessarily the goal. I was surprised that
1421340	1425380	in at least one case, when you type in the words voter registration
1425380	1429400	into the search bar on the Secretary of State website, there
1429400	1432160	was no usable information that came up.
1433240	1436940	Even in the formal FAQ for voters in that particular
1437780	1441260	Secretary of State website, the process of
1441260	1445140	registration was dismissed. Now, ultimately
1446320	1448880	as you'll see if you
1448880	1453500	figure out which state I'm talking about here, there is
1453760	1457600	a national postcard format for
1457600	1461740	voter registration. So, that particular flow chart links
1461740	1465520	to that national document that is put out by the Election
1465520	1469860	Assistance Commission. But, the process
1471040	1473620	was not transparent from
1473620	1475940	the way that the website
1478660	1481660	was set up. They didn't even really
1481660	1485760	describe it. So, I can't say the way they described it. Other states
1485760	1489680	have set up signature challenge processes that
1489680	1493840	in my mind are signaling that they intend to use signature challenges
1493840	1497360	somewhat aggressively. And
1497360	1501740	so, the kinds of secondary
1501740	1505640	issues that flow from that signature
1505640	1509640	challenge posture and set of processes is that in
1509640	1514000	situations where you have postal delays,
1514000	1517140	as I mentioned, you may not be able to have the round trip
1517640	1521180	of a voter mailing in a ballot,
1521180	1525740	having a signature challenge occur, or sending in a request
1525740	1529700	for an absentee ballot and having that request deemed
1529700	1532940	to have a non-conforming signature and then get
1533640	1537640	tossed out to leave the
1537640	1541880	voter without necessarily enough time to try again and correct
1541880	1545580	whatever imperfections existed. In some states
1545580	1549560	in particular, they've signaled that if your signature
1549560	1553560	doesn't look identical enough to
1553560	1557700	the way that you signed your driver's license or the way that you signed
1557700	1561600	your voter registration card, for example, if one has a middle
1561600	1565560	initial and the other signature doesn't, or if you signed with only
1565560	1569560	an initial and your last name on one but you signed with your full name on
1569560	1572460	another, those kinds of
1574340	1577640	minor mismatches are enough to disqualify
1577940	1581380	a particular request for an application or a particular ballot
1581380	1585200	if that signature on the outside of the envelope is
1585200	1589700	non-conforming to the baseline of whatever the document is
1589700	1593620	that they're using. And sometimes the baseline of which
1593620	1597560	document it is and which signature it is is not always
1597560	1601600	crystal clear. In some states, they encourage
1601600	1605520	you to update your signature so that you
1605520	1608100	are sure that there will be a match.
1611320	1613640	But this is something
1613640	1617280	that many voters would not necessarily anticipate
1617280	1621580	to be a dynamic that would impact their voting process. There are
1621580	1625480	some states that have relatively late ballot mailing dates in the middle of
1625480	1629580	October. While under normal circumstances, that
1629580	1633580	may not be an unduly
1634660	1637340	short time frame for a round trip
1637340	1641340	of requesting a ballot, getting a ballot, and sending it in
1641340	1645100	even with perhaps a challenge on the back end of that.
1645100	1649680	In a situation where we have a significantly
1649680	1653240	greater number of people requesting ballots
1653240	1657540	by mail and where you have
1657540	1661200	postal delays, as we've already been seeing,
1661200	1665620	that is adding to the stress on the system and again
1665620	1669600	making it more likely that a voter may face challenges. The
1669600	1673900	latest guidance from the U.S. Post Office
1673900	1677800	is to plan 15 days for
1677800	1681260	transit of a ballot. Most voters
1681800	1686500	are unlikely to expect a
1686500	1690600	need for a 15-day planning
1690600	1694700	window, a buffer for their vote
1694700	1698350	to make it back to
1698600	1702860	their election officials for purposes of counting.
1702860	1705840	And then finally, there are states that
1705840	1709620	have some unique quirks. For example, one state
1709620	1714000	requires that the voter type out the exact
1714000	1717480	date of the election that the voter is
1717480	1722380	seeking to participate in. While in most other states, there's sort of a
1722380	1726500	checkbox, general election, primary, and maybe they even
1726500	1730520	provide the date next to the checkbox that
1730520	1733240	you might be choosing. But in this particular state,
1733240	1737180	they are very clear that if you get
1737180	1741200	the date of the election wrong at all, when you type it
1741200	1745340	out or write it out by hand, your request
1745340	1748020	for a ballot will be excluded.
1750060	1753500	There are also states that require a copy of a
1753500	1757700	photo ID for receiving a mail-in ballot, even if you're already
1757700	1761080	registered to vote. Other states require notarization
1761080	1765020	of your ballot request or your actual ballot.
1765440	1769260	And some states similarly request witnesses. In some
1769260	1773180	states, those witnesses must be voters. In other states, they only
1773180	1777560	need to be adults over age 18. Some states
1777560	1781940	pay postage on the return envelopes for ballots,
1781940	1785140	but other states do not. And some of those
1785140	1789360	states that don't have a disclaimer and a warning that
1789360	1793400	voters need to apply enough postage, but they
1793400	1797160	don't necessarily tell voters what amount
1797160	1801080	is the necessary postage that should be affixed
1801080	1805300	to a particular ballot. So the actual stamp count
1805300	1808960	is not necessarily clear. So that's something else that voters might be
1808960	1813400	unprepared for or find challenging to ascertain.
1813700	1817140	And then in one case,
1817140	1820760	there was a situation where
1821320	1825100	a state had a county that was subject to the requirements under
1825100	1829100	the Help America Vote Act to translate materials into Spanish because
1829100	1833080	of the number of Spanish
1833080	1836460	speaking residents. And
1837140	1841220	the county had one line of Spanish on
1841220	1845380	the website, which just basically referred
1845380	1849560	Spanish speakers to the English version of the site. So we contacted
1849560	1853780	them and we asked where the Spanish language materials were.
1853780	1857540	We didn't get an explanation, but what was interesting is that
1857540	1860980	poking around on the website,
1860980	1865500	we were able to uncover an archived copy
1865500	1869540	of an earlier set of translated documents that were no
1869540	1873460	longer linked up. And they were from a prior year, so
1873460	1877440	perhaps they were out of date. But nevertheless,
1877440	1881300	there was sometimes the risk of a language
1881300	1885420	barrier that might prevent some citizens from
1886320	1889920	fully participating in the electoral process.
1890520	1893600	So these were some of the concerns that we had in mind.
1893600	1897500	Okay, so as of today, here's what's done. We have
1897500	1901540	flowcharts for almost every state finished. The basic structure of every page
1901540	1905580	is finished. There are non-copyright
1905580	1909700	infringing photos that are different for every state. And I'd just like to put
1909700	1913620	in a plug for any of you looking for a novel market opportunity.
1913640	1917600	The world needs more attractive mailboxes. There was a shortage of attractive
1917600	1921500	mailbox pictures in the public domain. I went through
1921700	1925780	a lot of pictures of mailboxes. And there are a lot of really unattractive
1925780	1928560	mailboxes in this world. So
1929160	1932200	believe it or not, this actually became sort of
1932900	1936700	a bit of a problem because we wanted to get
1937440	1939000	a unique mailbox for each state
1939000	1943360	as a sign of respect, if nothing else. And so it became
1944820	1948540	a bit of a challenge finding those last few mailboxes. And you'll
1948540	1952420	see on a later slide that this is one of the items that
1952420	1956660	we flag as possible optimization. So what's
1956660	1960720	not done? The mobile optimization, not done, but it's in progress. There's a learn here
1960720	1965100	more button on the front of the site on the homepage.
1965200	1968420	That's also in progress and that's just going to be a discussion
1968420	1972080	about the differences of
1973880	1976260	kind of the risk mitigation of
1977040	1980120	different ways of voting and the
1981240	1984760	options in general of the three possible methods.
1984760	1988780	So request a ballot at home, receive it at home,
1988780	1992640	request a ballot at home, drop it off in person
1992640	1996900	or voting in person. Proofreading,
1996900	2001260	not done. Translations, not done.
2001420	2004740	There's a new section for each state that we're building
2004740	2008840	out and so that's in progress. There is a very elaborate spreadsheet
2008840	2012940	that's fast on its way to being
2012940	2017120	updated and also that will stay current. Getting the word
2017120	2021060	out and getting some viral spread to help people
2021060	2025060	realize that there is a potentially useful
2025060	2029480	resource, that is obviously not done because the site's not done yet.
2029480	2032940	And the state of Mississippi, not yet finished partially because
2032940	2036080	they're still finalizing their processes.
2036880	2041120	So your help would be very much appreciated
2041120	2044940	with proofing states.
2045240	2048940	Some of the states even that are done, they need
2048940	2053240	to do a... they need a refresher
2053240	2056940	because of the slipping delays
2056940	2061420	with the post office. So some of the earliest states
2061420	2064680	on the flowcharts, they may have had
2064680	2069240	buffer dates that were not a full 15 days out
2069240	2072940	because at that point in time the guidance was 7 days out.
2072940	2076700	So some of the dates may need to be refreshed.
2077300	2080560	A bunch of them I caught, but some of them I may have missed.
2081840	2084920	And so the translations would be something
2084920	2088760	that would be a section
2090080	2093480	that for those of you who are gifted in various languages
2094300	2097400	help would be much appreciated. And in particular
2097400	2101360	getting the word out about the existence of this resource to
2102200	2105180	voters who might find it helpful would be
2105180	2109700	very much appreciated. So first proofing, so if you go to
2109700	2113380	pilotlab.org backslash vote on a machine again
2113380	2117540	because, you know, see lack of mobile optimization supra, but that will happen
2117540	2121520	I promise. You can start proofing
2121520	2125660	by picking a state, any state, and you should see a pop-up
2125660	2129680	come up. The pop-up will either say high volume state
2129680	2133260	or high volume election depending on whether
2133260	2137600	there is a likelihood that a particular state
2137600	2141940	will have a potentially
2143860	2144840	contentious
2145650	2149040	race with an unusually high volume
2149660	2153840	of ballots by mail comparatively.
2155480	2157840	So when you see the pop-up
2157840	2161940	come up, well first does the pop-up come up, check
2161940	2165340	it out, see if there is a typographical error or anything
2166340	2170260	looking off, and then click through it to the flowchart.
2170260	2173860	So each state has a unique flowchart and unique
2173860	2178320	photos and unique content. So please look for bugs,
2178320	2181840	look at the flowchart, attempt to follow the steps on the flowchart. Are the links
2181840	2185420	correct? Are the flowcharts intuitive?
2186360	2188540	Is the mailbox picture
2189660	2193840	acceptable or is there a mailbox picture that you take a look
2193840	2198020	at and you think, wow, that's insulting.
2198020	2201780	That's an insulting looking mailbox. Not our intent
2201780	2205280	at all, but there were two states where I already got feedback
2205680	2209680	that the particular mailbox that was selected looked a little sad.
2211320	2214520	Understood, swapped out image.
2214800	2217720	So hopefully those mailboxes look nicer now.
2218660	2221920	So is there a mailbox that looks particularly ugly or weird?
2221920	2226100	Or is the other photo, which is intended to be
2226100	2228160	state specific,
2230220	2232300	a good choice for highlighting
2234060	2237820	the particular state?
2238640	2242140	Each state has lovely parts to it, and so
2242140	2246040	each state deserves to have its natural
2246040	2250540	beauty highlighted. Are there other user interface issues?
2250540	2254020	Is there something that looks a little off? Is there
2254020	2257980	an arrow that somehow moved over somewhere where it
2257980	2262700	shouldn't be? Are there layout problems? Other things?
2263340	2265980	Make note of all of this. All of these kinds of comments
2265980	2270260	are much appreciated. And at the bottom
2270260	2273980	of each page, there is a
2275340	2278780	as you can see from the image on the slide, there is a link
2278780	2282100	that takes you to a feedback form
2283180	2287160	where you can type in the state, choose from
2287160	2292960	a drop down set of issues, one of which is other, and tell us
2292960	2294100	what optimization or correction
2294100	2296540	you would recommend.
2297780	2302020	Also, make note if you see that there might be some process
2302020	2305940	problems of the kinds that I was mentioning, where
2306760	2309900	a voter might not expect to have
2311680	2312360	a challenge
2313900	2318100	in the way of her vote being
2318100	2321620	counted. So, is there some kind of process
2321620	2325740	vulnerability that we missed? Walk through
2325740	2329760	the flow chart, for example. Here is one example in the state of
2329760	2333700	Kansas. The timing of the mailing out of
2333700	2337920	the absentee ballots does not appear to leave enough time
2337920	2341660	for that round trip of the ballot in case
2341660	2345380	of a signature challenge. So, think about the registration
2345380	2349740	process, the process of requesting a ballot, the process of returning the ballot,
2349740	2353720	and the possibility of a challenge post-return
2353720	2357660	where the voter will be asked to demonstrate
2358380	2362160	the entitlement to cast the ballot or to
2364140	2365760	correct the ballot in some other
2365760	2369360	way because of the way that the voter filled it out.
2369520	2374580	Same thing, let us know. Use the feedback link on the bottom of each page, please.
2374720	2377680	Second, translations. Perhaps you are lucky
2377680	2381460	enough to speak one or more languages other than
2381460	2385860	English. Or perhaps you have a particularly gifted multilingual
2385860	2390620	friend. As my friends often find out,
2390620	2393620	requests to help me with my projects
2393620	2397840	are a regular occurrence. So, maybe you have a really
2397840	2401940	generous friend that will also want to help us out
2401940	2406480	with this project that just kept getting bigger.
2406480	2410160	So, please help us out. If you click on
2410160	2415380	the translate drop-down.
2416780	2418480	So, on the home page
2418480	2422500	there is a language drop-down. The translate is at the bottom of the various
2422500	2426860	language choices. So, if you pick a state, you
2426860	2430580	take a look at the flow chart
2431800	2434700	and if you translate step-by-step
2434700	2439460	the steps are actually numbered. And so is the form, as I will show you here.
2439560	2442800	Go down to the translate drop-down. That opens an interface
2442800	2446840	for translation. And there are numbers for
2446840	2450780	steps. And each state then has numbered steps as well
2450780	2454120	in the flow chart. So, for example, step 1
2454920	2458740	could correspond to step 1 there. All languages are
2458740	2462760	welcome. The list of languages in the drop-down is not
2462760	2466560	intended to be exclusive. It's purely the happenstance
2466560	2470740	of the various languages that we have ready access
2470740	2475140	to. And even so,
2475140	2478800	the volunteers who speak those languages
2480000	2482800	are sometimes time-limited
2482800	2486740	and so they can only contribute in one state or two states. So, just
2486740	2490680	because a language is represented does not mean that we have full coverage on it.
2490680	2495200	So, if you happen to be fluent in that language, please go for it.
2495200	2497780	Please take as many states as
2498560	2501400	you can stomach translating and
2504120	2506860	contribute your multilingual skills
2506860	2510420	to this project. It would be much appreciated. And so,
2510420	2514620	third and finally, the process of
2514620	2518480	helping us get the word out and keeping things current and updated.
2518480	2522500	So, the site is going to be final by August 17th. So, at that
2522500	2526500	point, we're going to start pushing
2526500	2530300	it out through various media, hoping to
2530960	2534420	get it into the view
2534420	2538540	of voters who might be assisted by it. So, if you would be kind
2538540	2542560	enough to help us spread the word through your social media accounts or
2545120	2546520	otherwise lists,
2546520	2549960	email lists still exist. I'm on a lot of email lists.
2550400	2554280	Or whatever other means that you wish. There is
2554280	2558560	another form on the site. It's at pilotlab.org backslash
2558560	2562380	tellme. And so, if you'd be kind enough to fill in
2562380	2566740	some kind of desired greeting, whatever that may be.
2566740	2571140	It doesn't have to be your name. We don't really need that necessarily.
2571440	2574620	It's just a contact method. And this is purely
2574620	2578920	for the purposes of this project to let you know that the project is finished so that
2580380	2582700	you can, if you're kind enough
2582700	2585500	to assist us in rolling it out.
2586780	2591120	We will be destroying this information after this project.
2591120	2592800	So, one shot thing.
2594300	2598580	Pilot Lab doesn't keep lists. I can tell you that with certainty because
2598580	2602000	I manage the social media accounts and I don't have time to keep lists.
2602600	2606080	So, this will be a one shot deal
2606080	2610440	if you're kind enough to contribute some contact information to this and help us with this rollout.
2611080	2613640	So, on the 17th when the site is
2613640	2617400	done, we'll send you a little
2618100	2622280	notification that the site is done. Or if you
2622280	2624260	would prefer to
2625680	2630000	just throw it on your calendar for the 17th
2630760	2634560	that would be great too. Right around there.
2634560	2638420	Maybe a little bit earlier. I hope. It might be earlier.
2638420	2642460	I'm hoping. So, after that
2642460	2646180	once it's been sort of officially launched, there's
2646180	2650140	always the challenge of ongoing currency. So, as I
2650140	2653720	mentioned, we are monitoring news stories in
2653720	2658320	every state around developments in
2658320	2662220	voting at home. And it is
2662220	2666200	nevertheless useful if you happen to run across a story that's relevant
2666200	2670120	to a particular state to make sure that we've seen it.
2670280	2674400	If it's not already listed in the news section on that
2674400	2677160	site, if you'd be kind enough to
2677980	2682020	tweet it at us, that would be really helpful. There are two Twitter
2682020	2686280	accounts that Pilot Lab runs. One of which is linked
2686280	2689160	off of the homepage at the bottom under
2689940	2694240	contact. But also, this is a Pilot Lab project
2694240	2697340	the Penn State Cows, which is
2698260	2701540	an ag tech IOT rural broadband
2702460	2706160	project. But if you like cows or sheep
2706160	2710380	or goats or llamas or alpacas
2710380	2714160	because they're different. They're completely different.
2715800	2719180	This feed might be to your liking.
2719840	2722220	So, the almost
2722220	2725980	900 now followers are
2726800	2730480	almost entirely farmers from all over the world. And
2731300	2734540	InfoSec Twitter has nothing on Ag Twitter.
2734540	2738220	That is all I will say. I've learned a lot in the last year running this
2738220	2741960	account. And I look forward to getting into conversations
2741960	2746040	with any of you about the different methods of bathing sheep or hoof
2746040	2750340	trimming, which is a theoretical matter I now know a lot about.
2750660	2753960	Maybe someday I'll actually learn how to do that
2753960	2758180	in practice. But I don't have those skills, but I can
2759020	2762120	ask some questions about those topics now.
2762120	2766060	Anyway, I'll stop. So, tweet at the Penn
2766060	2769900	State Cows. Another great way to get our attention with news stories.
2769900	2773140	Drop us an email to pilotlab.psu.edu
2774080	2777780	or feel free to use the feedback form on the bottom of the relevant
2777780	2782680	state that's the subject of the news story. Whatever means is convenient.
2782900	2785900	We just appreciate your contributions
2787200	2789640	because keeping this current is
2791300	2793400	going to be a challenge, of course, but
2793400	2798000	we will do our best. So, you'll be familiar with
2798000	2801600	the feedback form at the bottom of these pages, I'm sure.
2801600	2805540	And then finally, and this is my last slide,
2805540	2809300	third-party attacks may have already started on various
2810000	2813900	states' voting at home structures,
2813900	2817200	which isn't a good sign. Fairfax County
2818000	2821500	pushed out on Facebook a warning to its followers
2821500	2825300	that some mailings have already started showing up
2825300	2829500	in mailboxes of voters that
2829500	2833340	create the impression that they are from Fairfax County.
2833340	2836600	They are not actually from Fairfax County.
2836800	2841380	Because of this warning, I realized we
2841380	2844840	needed a potential scam alert page.
2844840	2849160	When some activity that is verified
2849160	2853000	and raises concern of
2853000	2857200	potential voter confusion comes up,
2857200	2861100	it will be added to this potential scam alert page, and
2861100	2865160	as you can see on the Virginia example that's on the
2865160	2868980	slide, there will be a notice advising
2868980	2873380	voters to check out what's going on with the particular
2873380	2877420	questionable conduct. So, if you run across
2877420	2882980	some mailings, posts,
2882980	2886260	that appear to be trying to confuse voters
2887340	2891000	and are from a source that is misrepresenting
2891000	2894840	itself as an official government source, for example, such as this case
2894840	2899140	that Fairfax County's impression
2899140	2902280	of the particular mailing at issue,
2902660	2907000	please let us know through either the feedback form on the bottom
2907000	2911000	of the page for the relevant state, or
2911000	2915160	if you go to the URL that's listed here, pilotlab.org
2915160	2919040	backslash votescams, you can also submit
2919040	2922520	that information through another interface on that page.
2922600	2926280	Or, feel free to tweet it at us, drop us an email,
2926890	2931140	all methods are welcome and much
2931140	2935300	appreciated. So, I will leave the slides
2935300	2939060	there. The URL
2939060	2944620	is, again, pilotlab.org
2944620	2946860	backslash vote.
2947240	2950380	I'll just put it back to the front here.
2950680	2955680	I will be around for Q&A after this.
2955680	2959140	If any of you have specific questions about the project
2959140	2963960	or about particular states,
2965440	2967800	I'd be happy to engage with you.
2967800	2972060	Any contributions of your time that you can
2972060	2975680	give in connection with this workshop would be greatly appreciated
2975680	2979980	because 50 plus is a lot of states.
2980280	2982280	We're a very large country.
2984400	2988040	So, thank you for your attention and thank you in advance for
2988040	2991920	your contributions of time to this project.
3004700	3008080	Hi everybody. So, thank you again for attending
3008080	3011920	that pre-recorded talk. So, just as a heads up, Andrea is actually
3011920	3015860	in the chat right now for general text.
3016000	3020100	She will be available and taking live questions starting
3020100	3024480	at 1.40 p.m. Pacific time. So, please stay in the chat.
3024480	3028060	I know it's 12.40 right now, so about an hour, give or take.
3028060	3032260	She'll be around, if not now, to start fielding some questions.
3032900	3035780	Also, as we go forward, after
3035780	3039420	about, let's say, 2.10 p.m. PDT
3039420	3042860	Pacific time, we're going to have the Federal Trade Commission
3044040	3048280	Commissioner Rohit Chopra follow the same format. He's going to have
3049100	3051600	a pre-recorded talk, but we'll be taking live
3051600	3055420	questions again after his pre-recorded talk. Following
3055420	3059980	his presentation, we'll have Jessica Wilkerson of the Food and Drug Administration
3059980	3063700	as well. She also has a pre-recorded talk, but we'll be fielding
3063700	3067760	live questions after that. And to end the day today, also,
3067760	3071660	we will have Liza Logan of Tech Congress. So, Liza will
3071660	3075780	be fielding questions after the pre-recorded talk.
3075940	3079720	And, yeah, stick around, I guess, for a little bit longer. Please talk amongst yourselves
3080660	3083760	until we continue. And thank you again for coming to
3083760	3086980	DEF CON slash Ethics Village 2020.
3087080	3089660	If you have any questions, let us know.
3886560	3890540	Hi, folks. For those of you that are in the EV Talks voice, once again,
3890540	3894620	we will be having a live discussion from the last video,
3895160	3897860	a pre-recorded talk by Andrea, or known as
3897860	3902620	Adgracy, in the chat. If you missed anything, I have just pasted
3902620	3906280	the YouTube link where you can watch portions or the whole video
3906280	3910260	again. It will be starting at 1.40 p.m. Pacific
3910260	3914680	time. If you have any questions in the meantime, please feel free to queue them up
3914680	3918520	inside the chat, and she will get to them accordingly.
3918520	3921440	So, yeah, I'll see you all soon.
6369080	6373820	Alright, folks. We're about to get started here in a few.
6373980	6377640	I think we have... Andrea, can you hear us
6377640	6381120	in the chat? Or can you hear me?
6381720	6385860	I can hear if you can hear me. Awesome, awesome.
6385860	6389380	So, everybody, if you have any questions regarding
6389380	6393220	the presentation that just occurred with the
6393220	6397600	Vote at Home workshop, please post them in the chat now. Anything...
6397600	6401180	folks have been slowly asking some questions, I believe.
6401980	6405420	I saw there was some mailbox shaming discussion
6405420	6409320	that amused me. We can
6409320	6412700	talk a little bit about some of the maybe cool
6413380	6417280	mailboxes you've all seen, or if it is ethical to have a crappy mailbox
6417280	6421400	to annoy your housing, your HOA folks,
6421400	6425220	or what have you. But please post your questions
6425220	6429640	in the chat. Right now, I'm going to introduce our speakers.
6429640	6432540	So, Andrea, how do you pronounce your last name?
6432540	6437570	It rhymes with sedition, tuition, extradition,
6438060	6441300	my kind friends say magician,
6442580	6445320	rendition, you know, there's a lot.
6445320	6449120	So, for those of you that were here yesterday, I've been butchering people's names,
6449120	6453300	we have Andrea Matt-Busham, and a little bit about her.
6453300	6456740	So, she is the Associate Dean of Innovation,
6456740	6461480	Professor at Penn State Law, University Park. She is a
6461480	6465200	Professor of Penn State Engineering, and she's also
6465200	6469980	the Founding Director of the Penn State Policy Innovation Lab of Tomorrow.
6469980	6473420	I don't know if you all heard, we're here for yesterday's talks,
6473420	6477260	but there were several representatives of the pilot lab as well.
6477280	6481420	So, without further ado, if you all want to start fielding
6481420	6485700	some questions, please feel free.
6485700	6489040	But before we begin, what is the most horrible
6489040	6491400	mailbox you've seen so far, Andrea?
6491740	6497080	The ones that my friend Miranda made me replace, because she was
6497080	6501360	horrified that I would even consider leaving
6501360	6505480	them up. There are a lot of well-loved
6505480	6509300	mailboxes, like wooden ones that have been around
6509300	6511680	for a long time, and...
6511680	6516620	am I still...?
6518940	6521380	Well-worn ones that have
6521380	6525200	been weather-battered and well-loved and well-used by
6525200	6529520	many series of homeowners, and so there were a
6529520	6533440	few of those that were just sort of washed out, the wooden planks were washed out
6533440	6536000	from the elements, or there were...
